Last month, I wrote this article on the Constitution Amendment Capital Offences Act that sought to make easier the carrying out of the death penalty. This Bill  failed to earn the necessary votes to become the law. As it aimed to amend the constitution, the bill required a sizable three-fourths majority in the House of Representatives and a two-thirds majority in the Senate in order to be passed.
